The United States Environmental Protection Agency (EPA) publishes Developing Your Stormwater Pollution Prevention Plan: A Guide for Construction Sites for construction site operators, including general contractors (GC), construction managers (CM), and EPC contractors (engineering, procurement, and construction). Construction site operators are the personnel, such as project managers and general superintendents, with the day-to-day supervision over the construction operations and work results occurring in the field at the construction site.

Further, the guide addresses construction site operators with a broad spectrum of knowledge and experience about precipitation events and stormwater pollution prevention, from the novice to the expert. The guide highlights that the construction site operator must “obtain discharge authorization under an appropriate National Pollutant Discharge Elimination System (NPDES) construction general permit,” using both the permit and the guide to assist in developing a site-specific SWPPP. The EPA recommends to consult the applicable NPDES permit for the exact requirements.

The EPA highlights that the audience for a site-specific SWPPP is two-fold: first, the construction site operators responsible for erosion and sediment control and stormwater management at a permitted construction site; and second, for the authorities having jurisdiction (AHJ) and the regulatory agencies responsible for overseeing the stormwater controls. Accordingly, when developing and implementing an effective SWPPP, it is critical for construction site operators to ensure that the SWPPP meets all the requirements of the NPDES permit.
